Steps to follow to request the service
Process Steps
Submitting an application and the required documentations for establishing a higher education institution.
Institutional and Programmes Licensing Dept. (IPLD) examines the application.
IPLD submits its report to the Minister of MOHE about the project. The Minister puts forward the project and the Ministry’s remarks and comments to the Council of Higher Education.
The applicant (founder) would be notified with the decision of the Council.

- Application Form for establishing a private higher education institution.
What documents are needed to process
- A request from the incorporators to start the project and authorizing the applicant to follow up.
- Names and resumes of the incorporators and investment percentages.
- Acknowledgment of the incorporators not to withdraw within 5 years after the beginning of operating the institute.
- A feasibility study performed by an approved consultant.
- A MOU between the under construction establishment and the affiliates.

Any time during the year.
How long will it take
Depends on the applicant’s response when providing data and credentials required by the Ministry. It is also based on the sound feasibility and the meeting sessions of the Council of Higher Education
